( is pleased to announce that we will hold our first PSM Forum luncheon in the Greater Chicago Area on March 27, 2014 at Fountain Blue in Des Plaines, Illinois from 11:00 AM to 1:30 PM.  You are cordially invited to attend.  There is no fee to attend this event.  A complimentary buffet lunch will be provided.

Guest Speaker will be Mr. Mark S. Dreux, a nationally recognized expert attorney in occupational safety and health law and partner at Arent Fox LLP in Washington, DC.  Mr. Dreux’s presentation will discuss recent legal  rulings concerning significant PSM enforcement issues, such as PSV’s and the 3% inlet pressure drop, acceptable interim measures to address deficiencies in process equipment, the appropriate amount time to address PHA recommendations for facility siting, and OSHA’s use of a voluntary  audit as a road map to target violations.  The presentation will also address several recent regulatory issues, such as the proposed electronic reporting of injuries and illnesses and the major changes for the PSM Standard and OSHA’s Request for Information on 14 revisions that could fundamentally alter industry practice.

Mr. Dreux is a former federal prosecutor and specializes in representing employers and trade associations in all aspects of OSHA.  Over the last 23 years, Mark has defended employers in 37 fire and explosion incidents, 105 fatality investigations, and hundreds of citations alleging violations of the general duty clause, and OSHA standards, particularly PSM, LOTO, HAZCOM, emergency response, permit-required confined spaces, PPE, recordkeeping, and machine guarding.  Mark has extensive experience counseling clients on OSHA’s Refinery and Chemical National Emphasis Programs (NEPs).  He has made presentations concerning key enforcement issues arising from NEP inspections, conducted NEP audits for employers under privilege, assisted employers to prepare for OSHA NEP inspections, conducted training on managing OSHA during NEP inspections, provided counseling on issues resulting from NEP inspections, and is currently defending several employers on NEP enforcement actions.

Presentation will commence about NOON following a complimentary buffet lunch.  Buffet lunch will be available starting at approximately 11:15 AM.  Q&A will follow Mr. Dreux’s presentation.  Doors open at 11:00 AM.
