What Is It?

Under the new Safety Case Regime in Singapore, effective September 2017, facilities designated as “Major Hazards Installations” or MHIs must prepare and submit a Formal Safety Case report to the Singapore authority.  The Safety Case consolidates all SHE protocols and demonstrates to the authorities using a combination of qualitative and quantitative risk assessment (QRA) that you have managed your SHE risks onsite and offsite to As Low As Reasonably Practical (ALARP).  The purpose of this new regulation is to ensure that MHIs take on greater responsibility for their risks while at the same time, giving MHIs the flexibility to tailor their risk mitigation measures to best suit their needs.  The Safety Case Regime is also used in the U.S., Europe, U.K. and Australia for high hazard installations.

5.     Full documentation of the Technical Aspects required for Safety Case that describe the risk reduction measures (preventive controls and mitigation) to prevent MAS from occurring, including such areas as:

o   Process Safety

o   Mechanical Systems

o   Electrical, Controls and Instrumentation (EC&I) Systems

o   Human Factors

6.     ALARP Demonstration for selected MAS (using Bow-Tie Analysis)

7.     Preparation and submission of the Formal Safety Case/QRA and review with the Singapore authorities
