OSHA Publishes Chemicals NEP The PSM Covered Chemical Facilities National Emphasis Program [OSHA Directive #09-06 (CPL 02)] was published on July 27, 2009 (http://www.osha.gov/OshDoc/Directive_pdf/CPL_02_09-06.pdf).  The directive announces a one-year OSHA NEP for Programmed Inspections of targeted chemical facilities covered by PSM/RMP in Regions I, VII, and X known to OSHA as having a risk of catastrophic releases of HHCs.  Facilities having ammonia and/or chlorine are most vulnerable and on OSHA's initial “target list” of facilities to be inspected in this pilot program.   View details...

OSHA Announces New Refinery NEP PDF Print E-mail
Effective June 7, 2007, the US Department of Labor, Occupational Safety and Health Administration (OSHA)  recently announced the Petroleum Refinery Process Safety Management National Emphasis Program (CPL 03-00-004) calling for inspections of all refineries due to several recent incidents.

Under this increased enforcement action, 40% of refineries are targeted for inspection during the first year of the program and the remaining 60% to be targeted for the second year.

PSRG can assist refineries to prepare for and/or respond to these OSHA's inspections.  This NEP also has the potential to become recognized as RAGAGEP for other industries in the future.  PSRG has historically provided training to OSHA inspectors in PSM topics and was hired by the U.S. Department of Justice as “PSM Expert” to assess the adequacy of follow-up and BP's response to the Texas City Refinery incident.  We can also help you to navigate and respond to this NEP in advance of your OSHA inspection.
